The aim of the Empower project is to raise awareness amongst civil society and to build the capacity of community leaders and young people in Italy, Spain and Hungary, so that they can identify the root causes of racist and xenophobic phenomena (particularly hate speech) the root causes of these phenomena, as well as the impact of stereotypes on society, and to respond to them appropriately.
The project is based on a comprehensive and intersectional approach, which aims to equip key multipliers (community leaders, pupils, young people, teachers, journalists, and members of local institutions and civil society organisations) to tackle racism, xenophobia and, in particular, hate speech.

‘Empowered – A Handbook for Secondary School Teachers on Combating Discrimination’ aims to provide a range of tools to help tackle the wide-ranging issue of hate speech. Aimed primarily at the 11–18 age group, it offers comprehensive resources for teachers with the aim of deepening their pupils’ understanding of intolerance, and equip them with methods they can use to counter racism encountered in both the virtual and real worlds.
The handbook begins with a glossary containing definitions of key terms and concepts. Following the glossary, we see that the handbook provides an insight into a number of very different lesson activities, each of which approaches the same topic from a different angle. These activities are designed to help pupils participate actively in the learning process.
The handbook includes a separate chapter and accompanying activities on the background to stereotypes and prejudices against the Roma, as well as ways of countering them.
